Trans Papua Highway’s Jayapura to Wamena Segment to Begin Construction

Minister of Public Works and Housing (PUPR) Basuki Hadimuljono, has stated that the construction of the 50 km-long Jayapura-Wamena segment of the Mamberamo-Elelim Trans Papua highway, which was envisioned since the reign of President Soeharto, will soon be realised.

This is because PT Hutama Mambelim Trans Papua (HMTP), as the Implementing Business Entity (BUP) formed by PT Hutama Karya (Persero) (Hutama Karya) and PT Hutama Karya Infrastruktur (HKI), signed a Government Cooperation Agreement with Business Entities (PPP) for the Construction of Trans Papua Highway’s Jayapura-Wamena Segment Mamberamo-Elelim. The cooperation was signed on Wednesday (3/7/2024) at the Auditorium of the Ministry of Public Works and Public Housing (PUPR), South Jakarta.

“I am sure that with the presence of this public private partnership (PPP) project, God willing, it will realise prosperity in the Papua and Highland Papua regions, and is expected to reduce logistics prices there. Thank you to the Ministry of Finance, PII, Hutama Karya, SMI, and BRI for being willing and helping us in realising the ideals of previous leaders for the welfare of the people in Papua to be better,” Basuki said in an official statement.

The signing of the cooperation was carried out for four agreements, namely the Guarantee Agreement by the President Director of PII with the President Director of HMTP, the PPP Agreement and the Infrastructure Provision Cooperation Agreement (KSPI) by the Director General of Highways with the President Director of HMTP, and the Regression Agreement between the Minister of PUPR and the President Director of IIGF.

“The Mamberamo-Elelim segment itself is the third segment of the Jayapura-Wamena Section which is located in Yalimo Regency, Highland Papua Province and stretches for 50.14 km from Km 366+90 to Km 416+830,” said Dadi.

Dadi said that the PPP project was initiated by the Ministry of PUPR (solicited) where the Consortium of Hutama Karya and HKI was determined as the winner of the auction and formed HMTP which acted as BUP.

Furthermore, Dadi explained that the scope of work to be carried out by HMTP includes Design, Build, Finance, Operate, Maintenance and Transfer (DBFOMT) with a concession period of 15 years consisting of a construction period of 2 years, and a maintenance and operation period of 13 years. “HMTP targets the completion of the construction of the Jayapura-Wamena Segment of the Mamberamo-Elelim Trans Papua Road in Highland Papua Province in accordance with the provisions in the agreement with the best quality,” concluded Dadi.
