
President Joko Widodo (Jokowi) has issued the Presidential Regulation No. 24 Year 2023 on the Master Plan on Papua Development Acceleration or RIPP 2022-2024.
The Vice-Presidential Secretariat’s Deputy for Policy Support for Human Development and Equitable Development (PMPP), Suprayoga, said the RIPP is a 20-year road map for Papua’s development. According to him, the RIPP must be harmonised with Papua’s Long-Term Development Plan (RPJP).
“The Government has shown its commitment to make the Papuan development acceleration program a success. In addition to regulations, cooperation from various parties is needed, including the West Papua People’s Assembly (MRPB) so that the legal foundation that has been issued can be well-implemented in the field,” said Suprayoga to IDN Times on Tuesday (25/7).
Suprayoga added that the acceleration of Papuan development requires support from all parties. The vision stated within the regulation is the creation of a self-sufficient, just, and prosperous Papua. From the stated vision, three missions are outlined, namely Healthy Papua, Smart Papua, and Productive Papua.
“Healthy Papua is aimed at providing quality and equitable health services and cultivating a healthy and clean life in the community. Smart Papua is aimed at providing quality education services to form superior, creative, innovative, characterised and able to work together. Productive Papua is aimed at increasing competence, creativity, a competitive local economy,” he said.
Suprayoga explained, there are six strategies for accelerating Papua’s development, namely improving basic services, strengthening regional growth centres, structuring the implementation of special autonomy, strengthening connectivity, mainstreaming disaster management and climate change adaptation, and strengthening the coordination of ministries / agencies in planning, implementing, controlling and evaluating development in Papua.
On the same occasion, Innovation and R&D Activist of Jayapura City, Yan Pieter Yansip, explained that the government must improve bureaucratic governance and assistance for the development of the state civil apparatus (ASN) in Papua.
“Continuous innovation is needed and inherent evaluation and supervision of all parties involved must also be carried out in the administration of government in Papua,” said Pieter.
Pieter said research and innovation are adaptive solutions to accelerate development in Papua.
“One example is the research and innovation on sago which is a staple food that is grown all over Papua. Sago can be used as Indonesia’s flagship product from Papua in order to support the development of people’s welfare in Papua,” he added.
